ASISSE Return: What Service Sector Enterprises Need to Know

The Government of India has introduced a new compliance requirement for the service sector — the Annual Survey of Incorporated Services Sector Enterprises (ASISSE) Return. This initiative, launched by the National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI), is designed to build a reliable economic database for India’s service industry.


Who Needs to File?

  • Selected Enterprises: Only enterprises that receive an official notice from the NSO are required to file, as this is a sample‑based survey.

  • Applicable Entities: Incorporated service entities such as Private Limited Companies, Public Limited Companies, and LLPs engaged in IT, trade, hospitality, transport, healthcare, education, and other service activities.

  • State‑Level Basis: Selection is determined by individual GSTINs. If multiple GSTINs receive notices, separate returns must be filed for each.


Submission Timeline & Data Requirements

  • Deadline: Returns must be submitted via the secure MoSPI web portal within 30 days of receiving the notice.

  • Reference Period: The inaugural round covers Financial Year 2024–25 (April 2024 – March 2025).

  • Information Required: Enterprises must provide details on fixed assets, operating capital, employment (including gender breakdown), labor costs, revenue, and digital technology usage.


Legal Compliance

The ASISSE Return is legally mandated under the Collection of Statistics Act, 2008 and the Jan Vishwas Act, 2023. Non‑compliance or submission of incorrect information may result in statutory penalties.
